Where it is legal medicinally you can you use at the age your doctor prescribes it. It’s typically not a matter of just deciding you want to use it medically and so you acquire some.
Medical use…for the relief of pain or a medical issue.
Recreational use…you do it for no other reason than enjoyment of the feeling it brings. It’s not to alleviate pain or nausea or any symptom.

Obviously there is a problem when it comes to statistics. Mainly because people aren’t honest about their drug use. Here in the UK I don’t think we can actually get prescribed cannabis. It’s also been moved up to a class B drug.
I myself have tried cannabis, brilliant. The only down side was the fact that it screwed with my head, and I become rather over weight within one month.

There is no age restriction on medical marijuana. Doctors are frequently prescribing it to children for a variety of diseases and conditions. Check out my source link for a great discussion on this.
