It can, it grows reasonably well in a good summer, particularly in the south but still nothing like the way it grows in southern Europe, however seeds are cheap so it wouldn’t be a waste of time. I assume we’re talking hypothetically, of course! It’s related to many other plants that grow here. However growing it in your own garden would be stupid.
Edit: Steven – I knew of someone who threw a load of seeds in the plant pots outside a police station. Apparently they were growing really well for months before they noticed them.
Edit: Whether something is a plant or a weed is a matter of opinion. Some people would say that my garden is full of weeds, I think it’s full of English wild plants and flowers.

cannabis can grow outdoors everywhere except in the extreme northern and southern hemispheres.
cannabis sativa is native to every continent in the world except antarctica.

all i know is that there was a case where someone had planted some in a flower bed outside a macdonalds in stourbridge in the midlands and it was growing

outside, in southern england – yes you can.
problem is if you get caught, you could be charged with dealing, and that wouldnt be nice…

Of course in a full sun, sheltered and camouflaged position the moistest but not too boggy and warmest.
