1st check your plants do they have hairs on them?
If so you have a female Plant (Which is the only plant to Bud)
2ndly if not do they have sacks growing? if they do their male- Scrap them, bin them, and clean the room of pollen,
If not any of the 2 above.. I recommend using a better lighting – Mainly UV. Maybe they havent had the right amount of light. and that stops them budding. Try for the moment making their days shorter and their nights longer. see what happens.

They will begin to flower only after lights are flipped to 12 hours on/12 hours off. Buy yourself a timer for your lights. Once you put them into a flowering light cycle, plants will continue to gain height – up to twice their current height as they mature. If you’ve only got another 10 inches, best bet is to either cut them back, giving them a week or so to recover before turning lights to 12/12, or by using a method called LST, (low stress training) and carefully bending and tying down the plant to keep it from outgrowing your space. Flowering under fluoros is possible, but won’t give the best yields at harvest. Consider adding HPS lighting for flowering.

Mature plants grow to 6′ plus unless yours are the dwarf variety,
and growing season is 4-5 Mo.s not weeks.

You should start forcing plants at about 1/3 the total height you expect from a pickable plant.You can force at any time with out affecting quality. It will however effect size of buds and total quantity. I grow mine to about 15 inches before forcing and end up with about 45-50 inch plants at harvest. At harvest do not just pick it and dry it. Hang it upside down for 5-7 days in a somewhat humid environment. This will allow the sugars in the plant to cure making for a smoother less harsh smoke.
