Okay, so I used to belong to a plant society that bred new species of plants all the time and we had our places of residence all over the world. To put a cutting or plantlet through customs, whether legal or not, would guarantee the death of the item, and yet so rabid and eager were we that we simply HAD to share.
What we did was get the smallest and most inconspicuous manila envelope possible and wrap the cutting, rooted or not, in bubble wrap with a bit of damp absorbent paper around the base. We addressed the envelope with no return address and we did not enclose a signed note of any kind.
If it made it, it made it. It usually did. Seeds should be a snap. Just kind of wrap them so that they don’t make any noise in the envelope. One thought I have for you is to attach the seeds to masking tape and that way they won’t rattle!
If you have to go through the line at the post office DO NOT tell them that there is any sort of plant material, seeds included, in the envelope. Put the strip of masking-tape seeds in a greeting card, for example, and say it’s just a greeting card. Avoid dealing with postal employees as much as possible. Just put as much postage on the envelope to cover a trip to Timbuktu and throw it in the mail slot. That has worked for me too.

Of course it is….but only if you are caught. Considering the security in place with mail, you are running a very big chance here…packages are sniffed by dogs, and dogs are trained not only for bomb materials, but for drug materials! Happy Holidays.
