Was Medicinal Marijuana Legalized In New Jersey?

I grew up in Jersey but live in NYC now. My friend back home told me medicinal pot was legalized but there are a lot of restrictions. I’m just curious, was it really legalized for medicinal purposes? what are the restrictions? thanks
