It will direct the growth into the secondary shoots of the plant.
Cannabis will grow upwards, very fast, naturally. If you cut back the top it will direct its rapid growth into side shoots. So yes, in short, it keeps it short and makes it bushy. Sunset’s Western Garden book has a section that will show you how to direct the growth of a plant if you are interested.

the growing tip of a cannabis plant contains a hormone that inhibits its growth. By cutting the tip, it reduces the amount of this hormone, and indeed, at the next lowest branching spot below the cut, new side branches appear, and these will begin to grow upward, making the plant actually have two “tops”. Neither of these two branches will attain the size of an unpruned top, but they will be CLOSE to that size! Proper pruning can increase the potential harvest by almost half if done in a timely fashion, under good conditions.

when yiu top most any plant, 2 new branches develop ot the nodes of the leaves just below the cut. it does make it bushy, but it also slows the growth of the plant by up to 2 weeks. if yoou want to keep the plant short and increase your yield you should bend the plant over and stake it. similar to burring a tomato plant on its side.

yeah im thinking to grow over winter i live in south australia so i dont know how it will go but if anyone has done this before any replies will help thnx
